The pictures are evidence but you can't say a permit was clearly on display when it wasn't. Well you can but we won't support you doing so and in any case the CEOs will have notes.
Being a longstanding diligent resident is a good card to play.

I got the permit holder myself, the council don't provide anything
Been a resident like 20 years and permit holder since it started maybe 15 yrs

Pics aren't needed to enforce.
Who supplied the permit holder?
Your best bet is to ask politely for discretion on them all as this was an accident and you were on holiday, and of course you had a valid permit.
How long have you been a resident and permit holder?
Harrow is also well behind the times in not having virtual permits so has to take some responsibility for permits detaching from windscreens, and here one would hope it would at least cancel three out of four.

Hi All, I was on holiday and got back to 4 PCN's. Turns out the Parking permit holder thingy had warn off due to the weather and came off causing my parking permit to fall down between the dashboard and the windscreen (down near the vin number). unfortunately, it wasn't visible at all and took quite some time to get it back out :'(
Any advice on what to do or am I just screwed?
Side note: on the councils website, 1 of the pcns pictures dont clearly show my windscreen, they took a blurry pic, could I get away with this?

Surely they have some way to see my car is has a permit from the reg number?
