Oh yes please worth a shot I think? Would there be a template as such to send over? Or do I just plead with their conscience - isit even worth the hassle?

'Grounds' as in a procedure-based argument? No.

An extra-procedural application to their better nature? You could but try as already suggested.

Hi,

I parked at 16:42 and I'm pretty sure the signs suggest payments apply until 18:00 hrs, it was just a complete user error as I don't frequent Westminster and I panic-paid the fine but just wondering if I'd have any grounds to get it back?

Would I even have a grounds to make that request on though having done the wrong thing? I.e park in a pay and display bay with just my disabled badge and not having paid

Paying closes a case. You can of course ask Westminster to exercise discretion and refund you but you'll probably need to do that outside of usual process as the PCN probably won't show as challengeable on the PCN system now.

Afternoon all,
This is a slightly silly post and I am very sorry I am writing it!
I have a valid blue badge and used this (incorrectly) in the City of Westminster as I parked in a pay & display parking bay without realising I needed to make a payment.
On returning to the car I was met with a PCN stating the above with a reduced fine of £55. I did pay it - in full to avoid further implications but am just wondering may I have any argument to put forward; and if so, could it be at all possible to get the City of Westminster to refund me my £55? I absolutely did not know I could not park in a pay and display bay without having paid. Does the council ever exercise compassion? I would like to take this opportunity to thank you so much for any advice
