Then the PCN is void by virtue of being served out of time.
'Penalty exceeded the amount applicable....circumstances of the case'.
The circumstances being that on 25 June 2025 the authority were notified by virtue of a Revocation Order issued by the Traffic Enforcement Centre that the Order for Recovery and Charge Certificate in this case were revoked/to be cancelled respectively. Whereas the authority could issue a fresh notice, this was subject to the strict time limit of 28 days imposed under Regulation 10(7)(b) of the 'General' Regulations. The PCN in this case was served after 59 days and is therefore void and but nonetheless must be formally cancelled.

Got through to them, handed back to the council on 25th June

Hi, sorry for the delay (been on holiday) The court returned the PCN/case to Redbridge Council on June 25th

OP, the contents of the PCN are b******s anyway.
But I'm still on procedure.

Looking on the council website it seems that the time for an informal appeal has passed. The fine currently stands at £175

I have the application acknowledgement from TEC which was lodged in March but can’t find anything beyond that.

So if the revocation order was pre August 1st the council cannot reissue the PCN as they have?

edit I've referred to incorrect regs. This is TMA.

The point remains, however. There is a strict time limit for serving a PCN by post after a revocation.

Issued last year and got it pulled back from Northampton as sent to old address. Now reissued. Realise I am out of time for reduced payment so looking to appeal. I had a look at similar cases and saw that if the LA doesn’t specify exact location then there are decent grounds for appeal?
