Indeed, there was at least one case won at the tribunal purely on the basis of TFL making it so difficult to access the video.

I was able to request the video by way of a DVD and the lady has put the matter on hold for another 14 days. Unbelievably there's no charge to be sent the DVD. Of course they don't tell you anywhere on the webpage that you can verbally request the video! Also seems to be ridiculous that they can't put the matter on-line somewhere to be viewed.

I'm not sure how easy that will be? There's no phone number on any of the PCN - 4 pages in total. It seems these things are dealt with up in Darlington. On the TFL website there is a generic phone number which is 0343 222 1234. I can only imagine that this has endless tiers of push button menus with no push button menu to represent our request, but we must try. Would matter need to be put on hold? I can't imagine TFL being quick in providing anything and a week has gone by already.
Failing that it seems that we will otherwise have to complete the form. They should however be happy with a photograph of a Driving license? That's in colour with a photo, confirms name and address.

You(r sister) needs to request the video from TFK - they only send it out on DVD.

Thank-you. I have done some research and there is a Word document to fill out to request it and it's only by DVD as you say, presumably sent by snail-mail.
I have noticed that they are also requesting a "recent full-length colour photograph of you" in addition to providing ID & proof of address. That is super creepy! Why would they need that? There must be a way of contesting that such that the photo does not need to be included, so long as ID & proof of address is provided, and they would HAVE to provide the DVD of the video. It seems that they are being deliberately obstreperous and simply want to make it hard to appeal.

I am just writing this on behalf of my very busy sister who is not a member and doesn't know how to appeal and challenge these things.
She got a PCN in the London Borough of Richmond Box for straying into a box junction grid on the Upper Richmond Road West on the way to a patient. This was back on the 14th August but the date of issue was the 28th. Is this too long?
Seems to be a TFL administered PCN. I recall some ten years ago, the wording on the TFL ticket wasn't legally compliant which was the basis of a successful appeal at the time. I presume that has long since been corrected?
