Checking the website guidance, it says

"For any of the other grounds, the enforcement authority must refer the witness statement to the adjudicator who will decide what will happen next."

This would be applicable to me. What sort of decisions are available to the adjudicator in this situation?

Yes, the name and address are correct.

Ok, a relief to know a further option is still available.

Hopefully whatever method they use is reliable - never had this happen before

Are the name and address on the NTO and charge certificate correct.

The procedure if you don't get the notice of rejection is here - you need to wait for debt registration and then make a witness statement.

Hello

On 11th May, I received a yellow PCN from Newham council attached to my windscreen.

I duly appealed and was rejected.

I received a Notice to Owner on 24 June and appealed again on 28th June. I received email acknowledgement and a reference code from Newham that they received my appeal.

After that I had no response from Newham accepting or rejecting.

I forgot about it to be honest but checking their acknowledgement from 28 June, it says "Where a PCN is issued under the Traffic Management Act (TMA) 2004, the council will respond to your challenge within 56 days of the date it was received."

Today, I received Charge Certificate for £240 and that no further appeals would be accepted.

When my first appeal was rejected, I received their response via email. I checked my inbox and spam folder but can't find anything from Newham there and I have received no rejection via post.

What are my options going forward? I really dont want to pay £240!
