If this is the correct order then there is only one EV bay. Note some locations in the order have two spaces.
LISSENDEN GARDENS – convert the south-westernmost 11.2 metre section of the residents parking place at the side of nos. 17-21 Clevedon Mansions to a 7.3 metre long EV charging point with the adjacent double yellow lines being extended into the remaining space

The sign is odd because it only seems to apply to one of the parking bays. The charging point has two sides but the second side seems to allow residents to park in it without any issue. I don't understand how one side can be EV charging only and the second side can be mixed - though there is no sign to say so. Either way cars are always parked in the second bay that are not electric and don't charge and they never get a ticket. I assume they are all residents - which I also am. I've collected lots of images of cars parked in both parking bays that are not charging - it happens all the time. Because one of the letters from Camden said they were being fair by giving me a ticket - but it doesn't seem fair if they don't give any of the cars parked in the second EV charging bay a ticket??
The 'other bay' is separate, note the double lines separating the two. So it's not an EV bay and is part of the other bays in the street, even though as you say it's possible to connect to the charging post from that position.

The OP is on the hook for a £160 NTO. If polite reps to recover the discount fail then the order is a Hail Mary to take to the tribunal.

Sorry, but IMO this won't fly. The nuisance which the provision seeks to address is clear and therefore reading the TMO section as a whole would lead to 'being connected' being interpreted as charging.

I think it's the wrong contravention as it alleges not charging but I don't think the parent order says this.
Councils do make errors in their EV orders - it seems that Camden requires you to be connected but not actually charging!
At all times whilst an electric vehicle is waiting in a parking place, the driver shall cause
that vehicle to be connected via a recharging lead to the charging post installed in
respect of the parking place.

In their rejection they say:
The signage explaining that only electric vehicles that are recharging are allowed to park in this bay was clearly visible at the location. As your vehicle did not comply with the conditions of use of this bay the PCN was correctly issued in this case.
This seems to me to be wrong as the order doesn't say this.
I presume you don't keep the cable in the van because of theft?

Based on your account, I cannot see a successful defence on this point.
You admit to parking 20 minutes before actually charging. While an adjudicator might accept that going straight to your house to retrieve the correct cable and returning might be a defence, the time taken here and ancillary activities militate against this IMO.

HI I am trying to appeal a Notice to Owner related to a PCN I received for parking in an EV charging bay near my home but going home to get my charging cable before charging. In the 15-20 minutes it took to retrieve my cable I received a PCN. The bay is confusing as there are two charging bays but the sign only appears to apply to one bay. I have photos of my vehicle charging immediately after the ticket was issued. I also have health reasons for needing to visit the bathroom - but when I appealed initially they told me I should be able to manage those health issues and dimsissed them. I have resident parking and parking is generally restricted from 10am -midday Mon-Friday. The ticket was given to me at 8.27am and says I 'was parked in an electric vehicle charging place during restricted hours without charging'. But there is no mention of any restricted hours for the EV charging sign. Does that mean it is restricted 24 hours a day? I have 28 days to appeal. Any advice gratefully received.
