You want to go down the formal complaints route with Camden. Post a draft on here in the first instance.

My immediate thought is that Just Park are agents of Camden in this sort of issue.
End of the day, they will be processing payment, taking their cut and sending the balance to Camden.
They are not, cannot be acting as a PPC and pocketing the revenue.

Given that belief, I would be chasing the organ grinder, Camden, not the monkey

I would be raising an official complaint and ready to keep escalating it to the LGO

I could post up everything but it's long and tedious. Here's the challenge which was accepted by Camden.


"At 19:06 on 22 September 2023 I parked in Leigh Street. The parking sign on the bay indicated controlled hours ended at 18:30 that day and started again on 23 from 08:30 until 13:30. I photographed the sign so that I could pay for 2 hours parking from 08:30 the following morning.

When I tried to pay, the Pay By Phone app said that there was no such location as 13439.

At 07:45 my wife returned to the car and called me to say that despite the sign saying “Pay By Phone,” she had found a different sign implying that the means of payment for parking might be an app called “JustPark.”

I allowed the JustPark app to update itself, then paid to park. I wanted to pay for two hours for H*** *** from 08:30 until 10:30.

I gave the location number and a duration of 2 hours and credit card details, but without asking me for a Vehicle registration the app took payment of £10.74 for parking from 07:46 to 09:50 for VRM W*** *** even though controlled hours at that location do not start until 08:30 and I had not requested to park that vehicle.

I called 0203 318 9792 for immediate help as instructed on the app but was told that the offices were closed.

At 07:53 I tried again to pay for two hours for the correct vehicle (08:30 until 10:30). The app gave me 37 minutes of parking (ending at 08:30) and told me that it was free.
At this point I walked up to Coal Drop Yard to get a coffee.

At 08:32 I messaged customer services to request a refund and promised to pay for the correct vehicle.

At 08:33 I tried to pay again for two hours of parking but the app refused payment with a bizarre error message. “This book has already finished. You can only now extend it to a time that is in the past and charge for the overstay Error code 7030.”

At 08:36 I tried to pay again for two hours of parking from 08:30 to 10:30 for the correct vehicle but the app refused payment with a message, “You have already parked with this vehicle within the last 60 minutes. You cannot park here again until 09:30.”

By this time I was too far from the car to go and move it.

At 09:31 I paid through the app for two hours parking at a cost of £16.12.

I have done everything I possibly could to pay for parking but this was made impossible by your malfunctioning app. I did indeed pay you for parking, but you recorded the duration as being an hour later than I wanted it to be – again caused by your malfunctioning app.
I have heard nothing further regarding my refund for payment for the incorrect vehicle.

I have screenshots, email copies and receipts supporting all of the above but they come to far more than the three documents that you will allow me to upload, so I am going to have to leave you to look it all up for yourselves.

I now require you to refund the £10.74 paid for the incorrect vehicle.
I require you to cancel the PCN"


So Camden cancelled the PCN but told me to get a refund I have to contact JustPark. JustPark are at least as impossible as they have been all the way through. My question in a nutshell, is, "Is Camden Council legally liable for the incompetent actions of the agency they have chosen to handle their parking payments?"

I have had enough of my time wasted by this nonsense and it's only £10.74 but they aren't going to get away with it out of principle. I'm feeling mighty inclined to send a notice before action to Camden's chief financial officer.

Hopefully that will spur Camden into straightening out JustPark.

Much more detail available if anyone wants it. Sorry about the lack of carriage returns and difficult format - I must work out what has gone wrong there.
