You can ignore DCBL - however your mother will likely soon receive a Letter of Claim from DCB Legal (similar name, different company), at which point you should return here for advice. It is generally easy to beat any claim issued by DCB Legal without the need for your mother to attend court.

In the meantime, I'm interested by this comment:

She advised Smart Parking at the time that she was not the driver*

Smart Parking PCNs from back in 2020 were never compliant with the Protection of Freedoms Act, so not being the driver is very much a defence. Do you have a copy of any correspondence that was sent by your mother?

*Not being the driver is not an automatic 'get out of jail free' card in all cases - if a parking operator complies with the requirements of Schedule 4 of the Protection of Freedoms Act 2012, they can hold the registered keeper liable regardless of whether they were driving. In this case though it will almost certainly be a valid point.

Hi Please could you help with my mother in law’s case. Parking fine dates back to 2020 and lately more threatening letters have been sent despite me advising that she is elderly and not in good health. The latest is a Notice of intended Legal action. She advised Smart Parking at the time that she was not the driver but DCBL continued to chase over the years. Thank you
