Without a NOR it is not possible to lodge an appeal.

Paying closes the case so its now pointless doing any investigations.

I have received a PCN from Havering Council alleging a, "failing to comply with a prohibition on certain types of vehicle." However, there is no visible signage within the video/evidence to show any contravention.
Annoyingly, I have come back from my holiday didn't have long to pay the fine before it was doubled, hence I already paid it today. I would still like to appeal it if possible.
