Yes indeed. Comically incompetent would seem to fit. But like other venal and rapacious councils, it is all about money, with ethics and public service hvingd virtually disappeared from councils nowadays.

It may not particularly help the OP to know this but with the benefit of local knowledge, I can tell you this is a very common misreading of the signage.

In order to get to the other side of the junction where you can continue Northbound you actually have to turn left, turn left again, do a u-turn at the roundabout then come back to where you were, a round trip of 1.4 miles on some of the busiest roads in the City. The Council's stated reason for this is to reduce congestion and pollution, which to me suggests that in this case they are not so much venal and rapacious as they are comically incompetent.

I think I would say something in your reps about the seriously misleading sign before the traffic lights: -

The sign shows nothing about the bus lane for the left lane, merely an arrow indicating this lave for a left turn. The bus lane sign is counterintuitively placed to the right of the sign, whereas the lane it applies to is t he left lane, In addtion to this, there is no way of turning left when the bus lane operates. In fact one cannot enter this street AT ALL from the other direction, the right turn takes you into a different street. So this street can only be accessed by a left turn outside the bus lane hours.

And councils wonder why they are regarded as venal and rapacious robbers !

Got a PCN for driving on the Bus lane  in Worchester on Sansome Road.

Iwas passing through Worchester and I'm not familiar with the city, so I followed Google Maps recommendations. I saw the Buslane indications on the road but was confused with the rest of the signage. Maps wanted me to keep & turn left. The sign that there is enforcement is in a place where it is impossible to return to another lane and it seems a lot of people get caught out by this.
