Thanks, I've checked the legislation and they seem letter for letter to be spot on.  So no appeal on those grounds.  For £25 it's not the wife's most expensive parking so I guess I'll just pay it.

The Southwark Council PCN was issued under a completely different Act, the London Local Authorities and Transport for London Act 2003. Your PCN is under the Transport Management Act 2004.  The London-specific Act has a flaw in it regarding payments and representations periods, that causes London councils confusion.

Wondered if the mistake by Southwark council where they mixed up served date and notice date applies to this parking ticket.
