Thos are not parking "fines". They are simply speculative voices for an alleged breach of contract by the driver. What evidence do they have for the alleged contravention of "Parking for patrons whilst on the premises only"?

The allegation hinges on the driver not being “on the premises.” Yet:

• PCN 1: Only shows static images of the vehicle parked for ~5 minutes. No footage or stills of the driver leaving the site.
• PCN 2: Includes a CCTV still of someone at the vehicle door—this suggests presence, not absence.

The burden of proof lies with the operator. They must show the driver left the premises. They haven’t.

I have just tried to log into the website as if to appeal and it cannot find either of the PCNs.This would never see the inside of a courtroom, even though they may try to escalate all the way to a county court claim, in the hope that you are low-hanging fruit on the glibly tree and will pay up out of ignorance and fear.

For now, simply send a formal complaint, only as the Keeper to appeals@europarkingservices.com, dpo@europarkingservices.com and CC yourself.

Subject: PCN Portal Failure – Formal Complaint and Appeal (Refs: 3012560 & 3014376)

I attempted to appeal PCNs 3012560 and 3014376 via your online portal. Your system falsely returns “PCN not found”, despite the details being entered exactly as printed on your own notices.

This is a breach of the BPA/PC Private Parking Single Code of Practice (PPSCoP) and obstructs the right to challenge. You are now required to:

• Confirm receipt of this complaint and treat it as a valid appeal under PPSCoP rules.
• Explain why your portal fails to recognise valid PCNs.
• Provide an IAS reference numbers for both cases.

For the record, both PCNs fail to comply with Schedule 4 of the Protection of Freedoms Act 2012:

• Para 9(2)(a): The alleged contravention—“Parking for patrons whilst on the premises only”—is vague, non-contractual, and unenforceable. You offer no proof the driver wasn’t a patron.
• Para 9(2)(b): You provide no evidence that signage existed or that any terms were brought to the driver’s attention.

I decline your invitation to pay or name the driver. You may cancel the charges or escalate to IAS, where I will expose your procedural failures in full. Any further correspondence that fails to address the above will be treated as harassment and reported to the IPC, DVLA and ICO.

Hi I’ve received two parking fines from the following -  Euro Parking Services Limited - Texaco petrol station in Lostock Rd, Urmston, Manchester M41 0SU. It seems a lot of people are receiving these fines if you look at their google reviews. I’ve attached the fine sent by Gladstone solicitors. The fine was in November last year, I can’t remember why I parked there, I didn’t even see their sign and I was only parked there for a few minutes each time. Hope you can help me appeal this case. I’ve attached four documents. Many thank, Sam
