Ideally show us copies of any correspondence to which you refer, rather than a summary.

Ignore the CAB. They are worse than useless when it comes to unregulated private parking matters.

What you have not done is explained yourself clearly. What did you go to the CAB with? Have you received a CCJ? Do you even fully understand what a CCJ is and how you can get one?

You would only be advised to pay a £313 fee if you had to apply for a set aside of an already issued CCJ. So, show us what you showed the CAB and we can advise fully.

Do not expect us to base any advice on waffle that makes no sense. Show us the images and only redact your personal information and any claim or PCN numbers. Leave ALL dates visible.

From what you have said so far, it sounds that you have possible received a judgment in default.

Is your V5C registration document up to date with your current address? One of the biggest faux pas that motorists do is update their drivers licence when they move but fail to grasp that the V5C is a separate document and needs updating separately. In the meantime their Keeper data is their old address and all communication about the PCN was never received.

So, a few questions to answer before we can move on.

If I ignore will it go away?
No.
You will most likely get a Letter of Claim from DCB Legal, at which point come back here for advice.

As long as you follow this and subsequent advice you will pay £0, but the whole process will take several months.

Sorry should have said a VARY. This seems to be something to negotiate a change in amount for payment after a CCJ has been made against you and accommodates for people with changes in income etc so seems also not relevant to me.

Thank you for responding and the link to how to post.

What on earth is “AVARY”?

Set aside is irrelevant, it refers to setting aside a court judgment.

Ignore DCBL but not DCB Legal, they are different companies, the former just debt collectors.

https://www.ftla.uk/private-parking-tickets/read-this-first-private-parking-charges-forum-guide/ but we don’t need to see anything from DCBL.
Title: Help - dcbl letter to unknown alleged unpaid parking charge

Hi everyone

I received a letter from DCBL Direct collection Bailiffs Ltd to recover an unpaid parking charge.  At the bottom though it has in small print this is not subject to high court or bailiff action.

Problem is I have not received and was unaware o the parking charge. This is recorded as Luton Point - Market& Central, LU1 2LJ as insufficient payment for parking. I was in Luton visiting at the time they have recorded the fine 08 of 24. I called to explain I haven't received an initial fine but they confirmed address on file and said I was sent 2 letters. I don't usually have issues with receiving mail.

They were not helpful and just wanted the now £170. I don't know how much the initial fine was for but I asked to pay that if I contravened but they refused.

I spoke to CAB who suggested SETASIDE at a cost to me of £313 or AVARY at £15 but suggested AVARY would not be successful. So I'm stuck! Should I just pay?

Any help appreciated please as I can't afford to pay.
