They can, but I doubt they will because they don't need the public's help to identify the suspect in this case. They have already identified and arrested him.
I have no interest in watching that link and hearing his self-justifications. I won't shed any tears if the court finds him guilty and he does another spell in prison.
Is it CCTV footage? I thought a passer by had filmed it on their phone.

If he is prosecuted it'll probably be used in evidence so police are unlikely to release it until after the legal proceedings have finished.
But they CAN release cctv footage before any legal procedures even start, there are many cases where the police release footage of events when requesting the publics help in say identifying a possible culprit, anyways watch this short video of Tommy explaining what happened.
