They are not the only enforcement authority which doesn't print that on the PCN and there is no legal requirement to do so.
Other authorities also hide stuff, such as Newham whose on line photos don't have any date or time data.

Time is always allowed for making payment or else nobody could ever park legally ! However, walking away from the car and making payment via mobile phone is never a good idea. You should submit representations on the basis that the mobile signal was poor so you had to move away from the car in order to make payment. Enclose a copy of the payment record. However, don't expect them to accept your reps, because councils reject virtually all informal challenges because they know that most people then just cough-up to get the discount.

Hello all.
The driver parked and whilst walking to their appointment, paid for parking. However, the mobile reception was bad and it took 2 minutes to do. In the meantime a PCN was issued.
I know they should have stayed by the vehical until the process was completed but they were late and assumed that nothing would happen in 2 minutes.
Any advise would be gratly appreciated.
