Two thoughts:
1) Why are you replying to a PCN that is not addressed to you?
2) Yolu may find this thread of interest

P.s. Would you please repost the PCN so that all pages are the right way up? Thanks.

Subject: Explanation Regarding Brief Stop at Bus Stop
Dear [Havering borough of London],
I am writing in response to the notice issued regarding my brief stop at a bus stop. I would like to provide an explanation for the circumstances.
On the day in question, I had to briefly stop at the bus stop to pick up a private hire driver who was waiting at that location. The road was particularly busy at the time, and there were no safe or legal places to pull over nearby without potentially obstructing traffic or causing a hazard. My intention was not to inconvenience any bus services but to ensure the safety of all road users.
I made every effort to minimise the time spent stopped and only remained there for the duration necessary to allow the passenger to safely board the vehicle.
I respectfully ask that you consider these mitigating circumstances when reviewing the case, and I sincerely apologies for any inconvenience caused.
Yours faithfully,
