The PCN is missing mandatory information  as provided at Para. 4 (8 ) (v) of

https://www.legislation.gov.uk/ukla/2003/3/section/4/enacted

(v) that, if the penalty charge is not paid before the end of the 28 day period, an increased charge may be payable;

Clearly, this refers to Para. 4 (8 ) (iii):

(iii)that the penalty charge must be paid before the end of the period of 28 days beginning with the date of the notice;

On what date did you receive the second ? It it was after the date of the last PCN, then you could appeal on 'disproportionate penalty' based on the fact that you only became aware you were in contravention when the first PCN arrived in the post.

Of course this means you'd have to take them to London Tribunals, so no discount. A pity you didn't come on here before submitting your reps to the council.

Failing to comply with prohibition on certain types of motor vehicles - 52m

Hi there, I have been issued 6 PCNs with the following dates: 1/5, 19/5, 20/5, 21/5, 22/5, 23/5

I have taken this route many times on my commute to work for years, but I was not aware that a LTZ scheme was introduced. I did not receive the initial PCN for the PCN on 1/5 and have since received a charge certificate for which I will need to file a statutory declaration that I never received the initial fine.

For the rest of the PCNs, I made formal appeals stating I did not know about the restriction on motor vehicles and found it unfair to be fined 6 times for the same thing, I would be willing to pay one fine, but not 6, but every single appeal was denied and my only option is London tribunals now, I’m wondering how should I approach and will it be likely that I would be able to pay for the first PCN and the following to be cancelled? Since 5 PCNs were for consecutive days in a row.

I have attached a PCN and a notice of rejection of representation, I used the same appeal for all of the PCNs. Thank you!
