Firstly, you were parked adjacent to a dropped footway, in this case the vehicle crossover into the gated area and warehouse areas. This is also a contravention. But luckily for you the CEO chose the alternative contravention of being parked on a 24/7 waiting contravention conveyed by the DYL.

If the CEO's observation of 14 minutes was continuous, then IMO you'll struggle with your 'unloading' exemption claim. But you should at least make initial reps, however I think you'd need to be more expansive about exactly what you were doing between 11.37 and 11.51.

Good Morning

I received a PCN yesterday and wanted to see if anyone has any advice before I pay it. I was helping my brother unload my car late at night. He recently moved into one of the nearby warehouses. It was after 11 pm, and I was moving all his belongings, assuming my car would be okay where I left it, as it wasn’t obstructing traffic or covering the footpath. There was nowhere else nearby to park within a reasonable distance, hoping someone might have some experience or suggestions that could help.
