Have you paid the PCN? If not start a case in the civil parking section as we may be able to help.
You are allowed time to get a key/fob etc to open a gate but it's best to position the car as if you were driving in or thereabouts.

My work car park garage is surrounded by yellow lines and permit only parking bays. At 9AM when I start work, the gate to the garage is locked. The keys to the garage gates are inside a building. What would be the most practical way for me to open the gate without getting a ticket in the process?
I recently got a PCN for stopping on a permit only bay for a few minutes while I went into the work building to obtain the keys to the garage. The appeal was rejected. I also read online that stopping on a yellow line and hazard lights wouldn't be allowed also. So I wonder what would be the most practical thing to do? Being a key holder is not an option for me. I'm form England.
