So you have to make a decision. If you have someone who can deal with this for you while you are away or else pay the scammers and move on.
Any litigation wouldn't happen for a few months yet. Apart from the initial Letter of Claim (LoC) and the actual claim arriving by post, everything else can be done online.

Problem is , im going to be away for a period of time in the next 12 months and the fear of missing a response to CCJ and then getting one for £20 , is the dilemma.

Well, it is up to you now on how you want to proceed. As you say, they want to charge you £20 for the privilege of having been issued a PCN and this is your punishment for having disputed it.
I can tell you that if you refuse to pay into their scam, you will not be paying a penny to them if you follow the advice given here. So, do you want to pay them £20 or £0?
If you choose the latter option, it will be a drawn out process and will involve a useless POPLA appeal, ignoring useless debt recovery letters and an eventual county court claim which is easily defended with our advice. All this will eventually lead to a discontinuation in about 9-12+ months.

They have replied and although rejected my appeal conceded I was there using the services although they say warning notices were clearly displayed. However, they have further reduced payment to £20 admin fee.[attach=1]

The vehicle was not parked on the land in question
You issued a ticket for supposedly breaking your parking restrictions.
I was using the Car Washing Service & Air for Tyre Service both of which I have paid for by Credit Card and I have attached my Credit Card Statement as evidence.
Both services had a line I had to wait in and required further assistance to commence the Car Washing Facility.
The Air Machine was alongside the Water Pump machine which was out of order, and payment for each was not clearly marked for the Air Services, (I did not want to pay for water service) further the wing mirror of my vehicle came off in the Car Wash Machine and I required further assistance for both these issues.
I have highlighted both payments on my credit card statement

Thank you for this. I was thinking about paying the £60, but I’m going go through this all the way as an act of principal.Do I copy and paste the statement you set out to POPLA if it comes to that as I have already appealed to ECP.

Please come here before you make any other appeals in future because you have blabbed the drivers identity which is a no-no for any PCN. However, do not despair. If you follow the advice, you will not have to pay a penny to ECP.
The only downside is that this will take about nine months to possibly over a year to conclude. Any PCN issued by ECP will be sued in court by DCB Legal. As long as a defence is submitted, no matter how pathetic, they will eventually discontinue or it will be struck out.
The only thing is that you will at some stage, start receiving useless debt recovery letters. Debt collectors are powerless to do anything except to try and persuade the low-hanging fruit on the gullible tree to pay up out of ignorance and fear.
For now, follow this advice:
There is no legal obligation on the known keeper (the recipient of the Notice to Keeper (NtK)) to reveal the identity of the unknown driver and no inference or assumptions can be made.
The NtK is not compliant with all the requirements of PoFA which means that if the unknown driver is not identified, they cannot transfer liability for the charge from the unknown driver to the known keeper.
Use the following as your appeal. No need to embellish or remove anything from it:
I am the keeper of the vehicle and I dispute your 'parking charge'. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
As your Notice to Keeper (NtK) does not fully comply with ALL the requirements of PoFA 2012, you are unable to hold the keeper of the vehicle liable for the charge. Partial or even substantial compliance is not sufficient. There will be no admission as to who was driving and no inference or assumptions can be drawn. ECP has relied on contract law allegations of breach against the driver only.
The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. Your NtK can only hold the driver liable. ECP have no hope at POPLA, so you are urged to save us both a complete waste of time and cancel the PCN.
Come back when that is rejected for your POPLA advice.

I am hoping someone could help.
I received a PCN attached at a BP Petrol Station in sutton,
They do have visible notices but it's not clear that i could of informed the petrol station if i would need extra time for car wash so i coluld avoid the PCN
