Thank you Stamfordman and Incandescent.

I have no issue going to tribunal! Will make informal reps and wait for the inevitable rejection.

PM sent. Formal not informal - one chance. Please screenshot the payment page and report back as there is another avenue of argument.

Councils have a duty to maintain signs that form part of their duties in introducing Traffic Orders under Regulation 18 of the The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996.

https://www.legislation.gov.uk/uksi/1996/2489/regulation/18

So, as Stamfordman says, you have a solid challenge, because the cameras show the vandalised signs, so if they show this, why haven't the council repaired the signs instead of issuing a PCN ?
Only problem is that to test this, you'll inevitably have to take them to London Tribunals as councils just reject every representation, because they know that almost all people then just cough-up to get the discount.

Signs do indeed look blanked presumably by anti-low traffic vigilantes so you have a solid challenge.

There is one small sign showing but it's too small.

The Google street view doesn't help as it was updated 2 years ago

Hi all. I'd be very grateful for any advice.

I've been issued a PCN for my vehicle allegedly going through LTN barrier. However the no entry signs had been crossed out. Is this a valid PCN?

The driver passed no signs advising they were going in/in an LTN zone. They turned right into Concanon Road from Acre Lane, then right onto Stantley Street, left on to Allardyce then left onto Ferndale Road.

I purposely went back to take pictures of these junctions and no signs are there.

I've had conflicting views on whether this is enforceable or not so thought I'd ask here. Thank you. Pictures on links:
