and post here copies of all sides of all the documents you have received (only redact yr name & address where it occurs, leave all else in)

Is the extract you posted what you wrote to the enforcement authority?
If so upon what date?
Is the vehicle registered to you?
Or is it hired or leased?

If you are the registered keeper, is the address on the V5 up to date?

Hello,

I am new to the country and I parked in a roadside parking bay. I attempted several times to pay at the machine, however it was out of order. This was displayed on the screen, and I took a photo of it. I tried to pay via the app, but the app wouldn't allow me to add my vehicle, I took screenshots of this. I went to my appointment and returned 15 Minutes later to find a parking inspector filling out a ticket. She was unsympathetic to the fact that the machine was out of order, telling me that it was working now.

I've received the fine formally in the mail and appealed, being told that they are satisfied that the offence was committed and I should have parked elsewhere, or stayed with the car. I've appealed constantly and it has now been referred to the country court.

How is this fair? I attempted to pay by multiple means. I can't appeal to the independent tribunal as I never received the NtO and therefore missed a step in the appeal process.

Any advice or information would be greatly appreciated.
