✅ Final Update – PCN Cancelled!
Thanks to everyone who offered advice — I’m pleased to confirm that Excel Parking has now cancelled the PCN following intervention from Iceland’s executive team.
Full Timeline & Outcome:
I received a PCN from Excel for overstaying by 18 minutes at Iceland Ilford, despite:
Paying for parking
Spending £106 in-store
Being delayed because a staff member asked me to move my large shop from a self-checkout till (which was too small) to a manned till across the store, which added significant time
I first contacted Iceland Customer Services, but got a generic response saying:
“Please get in touch with Excel directly to resolve the matter, as the car park is not owned by Iceland.”

While waiting for a reply from the CEO’s office, I also went into the store in person. I was told the manager was on leave, but a staff member listened, asked to see the PCN, and took a photo of it on his phone. He told me to come back the following week to speak to the manager — though I’m not sure if that led to anything.
I had already sent an email (and later resent it) to Tarsem Dhaliwal, CEO of Iceland, at Tarsem.Dhaliwal@iceland.co.uk, explaining the situation fully and attaching my receipt.
Eventually, I received a reply from Josh in the Executive Resolutions Team, who asked for my address and confirmed their Property Department would contact Excel.
On 28 July, I received confirmation from Ashley (also from the Executive Team) that:
“Our Property Department have received confirmation from Excel Parking that the PCN has been cancelled.”
I also mentioned that I’d stopped shopping at Iceland since receiving the fine, and that I hoped for a resolution so I could return with peace of mind.

Is the car park for use by Iceland only or is it used by several other stores or businesses?

Does anyone have an email for him as I found one and tagged Iceland Customer support but support have turned around and said contact excel see images. The email I found for him was

Just go to the top of the management food chain with your complaint. Tarsem Dhaliwal is the man.

Should I contact Iceland and ask them to cancel the PCN?
Yes!!! If they will intervene.
This should absolutely be your first port of call, going as far up the chain as you can - have a search on here for other Iceland cases in case you need emails for management etc. - anecdotally Iceland can be pretty good at intervening to help genuine customers.

Nope.

Yes!!! If they will intervene.
Is Excel Parking known to back down in cases like this?
No, they generally issue court claims.
Should I appeal directly or go through POPLA if needed?
You won't get POPLA as it's not a BPA operator. You'll get the IAS which will almost certainly state the charge is payable due to a breach of the displayed terms.

Hi all,
I've received a Parking Charge Notice (PCN) from Excel Parking Services after visiting Iceland Ilford (IG1 1DL) on 10th June 2025. The PCN states that I overstayed the permitted time, with a recorded stay of 1 hour, 18 minutes, and 8 seconds, and they are demanding a payment of £100.
Here are the key details:
PCN Ref: EPS25515107
VRM: KL18 EKJ
Vehicle: BMW 420i M Sport Auto
Date of Contravention: 10/06/2025
Date of Issue: 17/06/2025
Duration of Stay: 01:18:08
Contravention Reason: "80) Parked for longer than the maximum period permitted"
My situation:
I did pay for parking, and I also spent £106 inside Iceland during this visit. I had a large shop, and the self-checkout tills were too small to handle the volume of items I had. A store assistant advised me to take my items across the store to a manned till, which took significant time and effort.
I had to:
Scan and unload everything at self-checkout
Take the items to the other side of the store
Wait for a staff member to come and open a till
Reload and scan everything again to complete payment
This whole process took extra time through no fault of my own, and I feel it is unfair to be penalised for something that occurred due to the store's limitations and staff instructions.
I still have the receipt showing the amount spent, and I can provide proof of the parking payment if necessary.
Questions:
Do I have a strong case for appeal?
Should I contact Iceland and ask them to cancel the PCN?
Is Excel Parking known to back down in cases like this?
Should I appeal directly or go through POPLA if needed?
