Sent how, by post or online?
NTO dated 12 Dec, deemed served 16th therefore last day of 28-day period was 12 Jan. If you posted first-class then it arrived on Tues. 14th i.e. late. If online then it was in time. Do you have a copy of what you wrote?
Anyway, I would pay the enforcement agent and don't procrastinate (as this caps any liability) and then submit an Out of Time Witness Statement if one of the grounds applies.

Did you get an order for recovery? You've misunderstood the process as you had an automatic way of getting this reset but had to make an in-time witness statement that you didn't get the rejection to your representations when they raised the debt with the Traffic Enforcement Centre.
Did you challenge the PCN before getting the notice to owner (NTO).
Are the name and address on the NTO and charge certificate correct.
Did you send reps to the NTO by post according to instructions on the NTO instead of doing it online.

Hi everyone,
I’m seeking advice and support regarding a PCN I received from Manchester City Council (reference: MC78101589, VRN: D24MAR), which has now escalated to a Notice of Enforcement from Marston Recovery.
Summary of Events:
The original PCN was issued for allegedly not displaying a permit or voucher on 07/10/2024.
I submitted a formal representation on 10/01/2025 using the appropriate form, clearly explaining that the vehicle was parked prior to the enforcement period beginning. I included evidence and requested a fair review.
I received no acknowledgment or response to this representation, and instead, a charge certificate was issued.
I wrote a formal letter on 31/01/2025 contesting the charge certificate, with a printout of my original appeal.
Despite this, I’ve now received a Notice of Enforcement dated 12/06/2025 demanding £195 from Marston Recovery.
