It takes 4 weeks for the TFL compliance and exemption database to update, if it's going to update.
Hence TFL have a manual registration process for your sort of situation. See the website here. (https://tfl.gov.uk/modes/driving/compliance-registration/before-you-start)
Successfully register the car as compliant and the charges will stop.
Officially they'll want a copy of the Certificate of Conformity for the car and a copy of the current V5c. Some manufacturers will let you have the cert for free and some will charge. And it may take a while to get. If the vehicle was new at first registration then the cert might be in the dealer documents.
You can try sending a copy of the old V5c for the car that shows it's original registration and a copy of the new the V5c that shows the new private registration. And a covering letter. TFL should be able to see from the copy V5cs that both registrations are for the same car as they will have the same VIN number. Also demand a refund of the erroneously levied charges.
I wouldn't try deleting the car from Autopay until this is sorted. If you do so then your wife will start to get PCNs.

the new car has never been registered on Autopay as it didn't need to be and recived no charges on the dealer supplied Reg.
the private Reg was previously on autopay with a non compliant car. the Reg was on retention for 3 months before applied to new car

What is the private plate that you now have on the car?
As a matter of interest, why did your wife go to the trouble of registering the car, with the new private plate, on the Autopay system? Did she expect a problem?
The issue is not normally with re-registering a vehicle with a private plate from an older non-compliant vehicle. It happens because the emissions data and the Euro status (where present) for the newer car doesn't follow the registration transfer for over a month and sometimes not at all.

apologies if this should be in have I been caught but in essence we already have.
Wife (RK) got ULEZ autopay statement showing 2 zone entries. however the vehicle is a new phev and compliant. the issue is (as we've seen before) the application of a private reg. that reg previously applied to a non compliant vehicle.
I (she) emailed tfl stating the vehicle was compliant and pointed out that their system data was wrong and that a DVLA check would confirm this. Also that the charges dropped without delay and BEFORE the funds are taken from the bank.
They replied stating they not only need to see the new and previous V5's but all FOUR pages of both and the letter from DVLA confirming transfer (which was attached to previous email)
I (she) have replied asking why such excessive or indeed any evidence needs to be supplied in any case, when the required information can be accessed from DVLA.

The payment is due within days, not sure canceling the DD will work but if payment withheld I assume a fine will follow.
Should I just supply the info requested or stick to my guns?
