I'm afraid that 3 minutes is rather too much for representations based on it being a trivial amount of time, but you might get a better result by emphasising you are a local resident living very near to the restriction, and knew of it, and was sure you had no entered before 09.30. However, on receiving the PCN you checked the clock in your car and found it was incorrect. You ask that the PCN be cancelled on this ocasion, as you did not intend to transgress, and thought at the time, you were outside the restricted times.

Hello there,
Today I received a PCN in the post for driving through a School Street during its restricted hours.
After reviewing the footage, I realised the mistake was mine, my clock in my car was out by a few minutes which I've now corrected.
The sign was no vehicles between 8.30- 9.30am and 3-4pm, Monday – Friday.
I entered the restricted area on Monday 6 June at 9.26.49, just 3 minutes, 11 seconds before the restriction ended at 9:30am.
I live on the adjacent road just outside of the restriction.
I’m wondering:
• Is there a realistic chance of appealing this ticket successfully, can Newham notice a geniune mistake?
As per the evidence I did drive through the restriction, but I feel it was an honest mistake, and the timing was very close to the restriction lifting.
