Basically he, and all the others who do a quick park/buy/leave on the DYLs are chancing their arm that a CEO won't turn up, but often they do and PCNs are served.

He did!

The contravention description for waiting on single or double yellows when in force is 'parked.....during prescribed hours'.

Regarding the DYL - that was the first thing that I stated to him....

However, people park here to quickly get food and return to their cars, as can be seen in the Google Maps example (although I'm not justifying it), and that's what he did, ordered and then came back to the car, NOT ordered and sat in the restaurant, etc

Interestingly, I'm wondering why then didn't he get a PCN that stated he parked on the DYLs?

Do you or he not know that double-yellow lines mean "No parking 24x7" ? There are two exemptions to this, (1) loading/unloading and (2) boarding/alighting passengers. From your narrative, neither of these exemptions applies, as " to get a dessert", doesn't sound like loading, unless it was of a nature that required him to park close to the collection point.

He could have been walloped for parking off the carriageway, which has been an offence in London since the 70s, and needs no signs or lines.

Hi  All,

A friend of mine parked in the evening to get a dessert and got a PCN.

I'm not sure if the officer has this one correct, as there is a restriction from 2-3 pm down the street (further down around number 34 via street maps link), but also he parked on Double Yellow lines, which they didn't PCN for?

What do you think guys?
