Oh really? The police officer that pulled me over said i might be offered a course!

In 2017, the penalty for mobile phone use whilst driving increased from 3 to 6 points and at the same time, the option for a course was stopped. This is why you've not been offered one.

Hi I got pulled on the A406 for this and they issued the Offer of fixed penalty the same day according to the paperwork. I have 28 days to respond but they didnt offer me a course. Is it possible for me to request this? First offence in a very long time.
