Not enough info. Was the Notice to Keeper PoFA complaint? Has the drivers identity been blabbed? How long is a piece of string?

Had made an appeal based on advice received on this forum, attaching the document here.
Furthermore, there is clearly no designated parking bays in the area they have put a penalty on. Morever there is only a single board on the property which is on the building, need not necessarily be noticed especially when a car is being parked in reverse.
Could you please advise?
