Do I still wait for the NTO per a regular parking ticket? I'm slightly confused as the charge certificate makes no mention of adjudication or further appeals.
There is no Notice to Owner stage with these postal PCNs for LTNs, you only get one shot at submitting reps. However, as SFM says, you could contact the council to persuade them to cancel the CC in the circumstances, or you can wait for the debt to be registered at TEC and submit a Statutory Declaration that you didn't receive the PCN. Yes, you did receive it, but outside the statutory period allowed to react to it (pay or submit reps)

Was there no one to service your post? The council has done nothing wrong if the PCN and charge certificate were served properly (you'll have to post them or dates if you want to know).
A charge certificate can't be challenged but you can wait for the order for recovery and make a statutory declaration that you didn't get the PCN and no questions will be asked.
You can also tell the council you were away and ask if they'll cancel the charge certificate and allow you to pay or challenge the PCN.

Hi there,
Recently got caught in a LTN. I was fully aware of rules but thought a right turn was permissible due to roadworks. I've been out of the country for six weeks during which the originally PCN came. I obviously could not pay or respond. Now I have a charge certificate for £195. I have two quick questions:
1. Can I still take this to an independent adjudicator? I expect I'll fail but I'd like the opportunity of the discount and I really enjoy the process; I've had some fun times with Southwark council who always send the same two weary old guys along. 2. What are the times by which the council MUST issue various notices beofre they're out of process?
