John's posted the England not London process, which is a statuary declaration that has to be signed at a county court (free) or solicitor. Not a witness statement.

The legislation on my CC is slightly different, in that it says “regulations 2001”, whereas on the guidance post for road user charging it mentions “regulations 2013”… do I still follow those steps?

Thank you so much for replying. As I’m new to all this, I was honestly contemplating paying £270 as I don’t want this to get any worse, but I’m glad to hear that there might be a way to get it back to its original sum.

The date on the charge certificate is 20/05/2025.

I’ve just checked the PCN status on the TFL website - have attached screenshots of it to this post. It just says “charge certificate batched”

So if I’ve got it right, the statuary declaration has to be filed with the traffic enforcement centre, can this be done online? Or is it the PE3 form/ will that need witnessing by a solicitor or county court?

You can probably thank a nice postie for getting the charge certificate, which will have saved you £180.

What is the date of the CC.

The good news is you don't need the order for recovery to file a statuary declaration that you didn't get the PCN, you just need to know it's been filed, which you can find out from the Traffic Enforcement Centre or more easily from TFL's PCN status online.

I think on the stat dec you then put in the correct address.

Hi FTLA,

Really hope you could help me.

I received a charge certificate from TfL (relating to a PCN for congestion charge), but I never received a PCN. After checking the address on the charge certificate I noticed that the first line of my address was missing. I then checked my V5C/logbook, and saw that it’s missing the first line of my address as well. Do I have any recourse here? If I do, how do I ensure the order for recovery is sent to the correct address.

I have since corrected the address with the DVLA by making the changes online. I also don’t understand how the charge certificate has found its way into my post if presuming the PCN’s didn’t arrive due to the missing first line.
