I agree with @b789, Wing can be ignored - we've never (yet) seen them issue Notices to Keeper for the reasons discussed above.

My advice is to ignore this PCN. They have no idea who the driver is. They cannot transfer liability to the Keeper. If they request Keeper data from the DVLA, then they will have done so illegally and breached your GDPR.

Come back if/when you receive anything in the post addressed to the Keeper.

This is a picture of the notice. The back is blank so I have only uploaded the front. They are all for the same vehicle and were parked on Miles Road, not Moselle Close.

I suggest the following, updated, FOI request be sent to Haringey:

Dear Haringey Council FOI Team,

I am submitting this request under the Freedom of Information Act 2000. I refer to a sign currently displayed at Miles Road, N8, bearing the Haringey Council logo and naming Wing Security Ltd as the enforcement company managing private parking at this location.

Please provide the following information:

1. Ownership or Control

a. Is the land at or near Miles Road, N8 where the sign is located owned, leased or managed by Haringey Council?
b. If so, please provide the title reference and a description of the Council’s legal interest in the land.

2. Authority for Parking Enforcement

a. Has Haringey Council entered into any contractual agreement or memorandum of understanding with Wing Security Ltd for the purposes of parking enforcement at this location?
b. If yes, please supply a copy of that contract or agreement, redacted only where strictly necessary.

3. Use of Haringey Council Branding

a. Has Wing Security Ltd been formally authorised to use the Haringey Council logo or branding on parking signage?
b. If so, when was that authorisation granted and for what purpose?

4. DVLA Data Access

a. Has Haringey Council authorised Wing Security Ltd to act on its behalf in obtaining DVLA vehicle keeper data for the purpose of issuing Parking Charge Notices (PCNs)?
b. Does Haringey Council itself access DVLA data in relation to alleged parking contraventions at Miles Road, N8? If so, please confirm under what statutory powers.

5. Type of Enforcement

a. Is parking enforcement at this location conducted under the Traffic Management Act 2004, local byelaws, or via a private civil contractual model?

Please treat this as a formal request for recorded information. If any part of this request is unclear, I would be grateful if you could contact me for clarification rather than refuse the request.

But otherwise, yes, as indicated they can be ignored if you've received nothing through the post.

You are correct that Wing Security is not an approved operator of either the BPA or IPC and do not have access to the DVLA Keeper data through the KADOe system.

I am assuming that the "tickets" you are referring to are Notices to Driver (NtD) that were affixed to the windscreen. Please show us one of these "tickets", assuming they are all for the same vehicle and location. Leave all dates and times visible and show both sides of it.

If the Keeper has received anything in the post from this company, show us that too.

Hi,
Wonder if you can help with a quick question. Historically, we have always parked in the bays provided, displayed the valid blue badge clearly and this has always been allowed (see signage).
Recently, we have been issued with multiple tickets despite displaying the badge.
I don’t currently have access to the ticket so cannot upload, but have previously posted on pepipoo in the past, and was told wing parking / wing security limited are not registered with the correct companies and therefore should not be able to obtain details from the DVLA, and so any of their tickets should be ignored. I have checked online and it still looks as though they are not registered but want to confirm I should still be ignoring them.
I’m presuming it’s someone new on the job and is issuing tickets to everyone or they are hoping someone contends the ticket and contacts them (as they got the location wrong each time)…
