Was the clock set and on display as well as the blue badge?

Hello,
I received a windscreen ticket after parking in a Worcestershire High Street, whilst displaying a blue badge. Signage stated 30 minutes but having never parked in this county, checked their website and understood it as the 3 hour limit applied to this space too.

Their parking policy states "Blue Badge holders can park without charge or time limits in restricted on-street areas and can park on yellow lines for up to three hours, unless a loading ban is in place". My original appeal focused on the wording of their disabled parking policy as being ambigious. THis appeal was declined stating that the blue badge was not visible.

Having now received my NtO, no observation from and to times are provided and one photo has been attached showing a front on view of my car at the time the contravention took place, the dashboard is not visible. Do councils need to provide photographic evidence of both the initial observation and the time when the penalty is awarded? Any help on my appeal is most welcome.
