1. The PCN is invalid as it curtails the period in which the council may serve a charge certificate as per the second sentence under the picture. The period is clearly identified here:

As provided at paras 5(1) and (2):
5(1)Where a penalty charge notice is served on any person and the penalty charge to which it relates is not paid before the end of the relevant period, the enforcing authority may serve on that person a statement (in this paragraph referred to as a “charge certificate”) to the effect that the penalty charge in question is increased by 50 per cent.
(2)The relevant period, in relation to a penalty charge notice is the period of 28 days beginning—
(a)where no representations are made under paragraph 1 above, with the date on which the penalty charge notice is served;

The date for for making reps is incorrect as is the date by which they can serve a CC also you get to choose any of their offices for viewing the video it is not for them to dictate

i did update my satnav last week. how can i use this against the charge? thanks
You can mention it in your reps, but the basic rule is a motorist must obey traffic signs, and you drove right past two of them plus planter boxes placed to emphasise the restriction.

Fatal to rely on satnavs in the backstreets of London nowadays, as the satnav is rarely up-to-date. "But I updated my satnave last week" do I hear you say ? Well, you may have done, but the underlying data may not be up-to-date, and you have no control over that at all.

If you go onto the Southwark website, and look for this page : -

Press "Pay your parking ticke online"
This gives you the page to pay, but also allows access to their evidence. The video is bottom right as what seems to be a black box, (which is a picture of your car reg. Click on that and you'll see the video.
Basically, you were stopped then set off again and drove right past two "Fling Motor Bike" signs plus the planter boxes narrowing the available carriageway. So arguing agains the contravention itself will be very difficult.
However, there may be a "technical" appeal based on possible Southwark mismanagement of the enforcement process that is defined law in the London Local Authorities & Transport for London Act 2003.
So wait a bit to see if anybody suggests such an approach, but don't miss the deadline for paying or submitting representations.

Here once again, im really bad at understanding and reacting to these kind of prohibitions. i saw cars parked inside and was just very confused to be honest. and the format of the interceding streets were just very confusing. cant explain it but the street images can explain once you see it. Btw i was driving up the road into the main street.
There was also no other signs to warn me of whats to come. and the tight , changing roads made it even difficult
Also could not obtain any more evidence as i had to "request a viewing at an office in york house se19", which ive heard bad stories about. eg them telling you to just look at street view
also, the road only recently put up these signs, it used to be a one way road.
