Long answer short, no. Once you fall outside the appeals process then it doesn't matter what the ticket was for, or the rights or wrongs, the debt is owed either way.

This belongs in the Flame Pit as there is no PCN.
Be aware that the TFL database is not live. It can take up to 4 weeks before a DVLA update shows up, if it's going to show up at all.
Also that there are known problems with Euro status and more often the emissions data not following a change of registration. And some never seem to get updated.
That's why TFL have a process for you to register a car as compliant when not already on the database.

I feel in an impish mood
Now being the owner of a compliant vehicle, and also going gto put a retained number on it which has an M suffix. I will not enter the ULEZ until i get the V5 back

IIRC, if, and when they do arrive on my doorstepn i can just tell them that the debt is denied and to refer back to their principal?
