You might want to hide your name and home address from that document, especially if there's a Lamborghini on the drive...

Having now received the NtK, the timestamp shows entry / exit times rather than the car parked necessarily.

Does this change anything?

Thanks for the response and the counsel on identity.

I never received the original NtK which is suspect so should I ask for a copy or for a proof of delivery, or both?

We need to see the original Notice to Keeper (NtK). Reminders are irrelevant.

Have you tried Plan A? Get the restaurant to get then PCN cancelled?

You need to edit your post because you have blabbed the identity of the driver. Only ever refer to the driver in the third person. Any response from you must only be as the Keeper.

If you never received the original NtK, then make a formal complaint to CEL and demand that they reissue it and that you require evidence, such as a proof of posting certificate, to confirm that it was sent as per the requirement of the PPSCoP section 8.1.2(e).

Having not received the original PCN, I now have 2 reminder notifications issued a day apart demanding the full £100 penalty for a breach of 'permit holders only' parking.

I have attached the notice which is of a rudimentary standard given the photos show entry / exit rather than the car parked specifically. There also isn't a time stamp on the photos.

While the driver fully acknowledges they had parked the vehicle to go into the hotel's restaurant and didn't get an authorisation, are there any grounds for appeal given the quality of the PCN?
