Southwark sent an email response, with NoJ. It seems they failed to address the point raised re: Schedule 1 para 5(1) and 2(a).

Yes, put the signage/contravention first and develop it more as there is more to it.
I'll check the tribunal as these cases are often hard to find as it's a poor interface.

The statement under the picture on the PCN “If full payment has not been made before the end of the period of 28 days beginning with the date of this notice, a Charge Certificate may be issued increasing the amount outstanding by 50% to
£240.00” is incorrect. Schedule I @ paras. 5(1) and (2)(a) states from the date of service. In light of this, the PCN is invalid. Please cancel.
In addition there are no advanced warning signs on approach to the school Street, Ladbury Rd heading north-west along Ivydale Rd.

No, the OP turns left into Lanbury Road. If you look at the video , you'll see this high brick wall and lower wooden fence of the garden on the corner, and note also the street name on this wall and the small window : -

So with the OP turning left this is what he would have seen on approach: -

One of the signs is vitually invisible as it is side-on, and the other one seems to apply directly to the road ahead. As the OP says, that is why he turned left thinking the sign he saw applied to the rest of Ivydale Road. Essentially the council is sighting these signs so stupidly, have created a trap. The OP saw the sign and acted upon it !! I am quite sure others do the same, especially those new to the area.

Alternatively, the pair of signs (which both appear to be set at angles, are meant to be covering the entrance to Lansbury Road which is the school zone street.

Video shows no sign and the sign(s) - are they set back from the road entrance which means you may already be committed to the turn. Worth checking the tribunal site for allowed cases.

Returned to the site recently, from what I can see, there doesn't appear to be any advance warning signs on approach to the school street, Lanbury Road. I checked here locally for reference:

..which has 3x advanced warning signs and the actual School Street sign.
Should I add the lack of advanced warning to the appeal also?

The PCN is invalid. Second sentence under the picture - they cannot serve a charge certificate 28 days from the date of the notice, only from the date of service.

Hi, I received this pcn in the post yesterday 7th May. From what I recall. I saw the school street sign on the right of the entrance to Lanbury Rd. Mistakenly thinking this sign applied to the rest of Ivydale Rd,
I stopped at the junction, and turned left into Lanbury Rd. I didn't see the school street sign on the left of Lanbury Rd. There doesn't appear to be any advance warning signage, but gsv images are up to October
2022. I can revisit the site to check. Unsure if the lack of advance warning signage form a basis for appeal.
