In that case you don't need to do anything at all. Registration VO23 VCC does not exist, so when they try and issue a notice to owner they won't get any details back from DVLA.

The council cannot reissue the PCN now, it's too late for that. Just make sure not to lose the original PCN, just in case they try it on.

Hey all,

I just spotted an error on the PCN slip. The officer has incorrectly recorded the vehicle registration. Instead of VO23UCC which is the correct registration, he has recorded VO23VCC! So he has mistakingly used a 'V' where the 'U' should have been. I first noticed this when trying to log on to the Redbridge website to make representations and couldn't get past the login screen because they had buggered it up. I have taken some screenshots of the evidence.

Does this change how I make my representation as the vehicle reg they have served the PCN against is incorrect?

The contravention alleged in these proceedings is that this vehicle was parked without payment of the parking charge. There is a requirement that a parking charge be paid against the registration mark of the vehicle that is parked. The registration mark of this vehicle as shown on its plates is T10AJW. On the council's case although the appellant made payment via RingGo he did not, as required, do so in respect of this vehicle's registration mark he entering T1OAJW he thus using the letter 'O' rather than the number '0'. I acknowledge what is said but in Regulation 15 of, and Schedule 4 to, The Road Vehicles (Display of Registration Marks) Regulations 2001 the prescribed font provides that the letter ‘O’ and the digit ‘0’ are identical, (as are the letter ‘I’ and the digit ‘1’).

That being so I am not satisfied that this vehicle was parked without payment of the parking charge and I accordingly find that the contravention did not occur.

Just because that website has accounted for people getting it wrong doesn't mean anything. If you look up the car on http://vehicleenquiry.service.gov.uk/ I'm pretty sure the zero one won't come up.

What carcheck.co.uk has obviously done is implemented a simple script that checks the number plate typed by the user against the standard format, and it fixes O/0 and probably 1/I discrepancies so it can still get a match.

Thanks for the feedback.

I just copied & pasted the number plate from the receipt onto a car checker website https://www.carcheck.co.uk and it seems to correctly list the car details.

@cp8759 as you say, I will contest it solely on the basis of the receipt and see what happens.

The PCN was issued because the second character of the number plate is a letter "O", but you put the number "0", you can confirm this by pasting the number plate from the receipt into https://www.feelouttheform.net/oorzero/

That being said, the prescribed font for number plates does not have seperate symbols for the letter O and the number zero, there is only one symboc and while many motorists will now the standard number plate formats, this is not something you are required to know: it's not taught or tested when people learn to drive and it is not mentioned anywhere in the Highway Code or any other government guidance for the general public, it's pretty nice stuff really.

Adjudicators routinely criticise Redbridge for nitpicking on 0/O and 1/I discrepancies and as far as I'm aware the council has always lost.

For now just make a representation on the ground that you had paid, and provide a copy of the receipt. I wouldn't mention any of the above for now, just say that you've paid and let's see what drivel they send back.

PCN times 11.41 for car seen. Your session started at 11.35, so clearly the information for your parking session had not been downloaded to the CEO's terminal at the time of observation. I suppose this is inherent in a system that transfers data from a 3rd party parking application, to a council IT system, that then downloads it to the CEO terminals.

So, of course you did pay, and should submit representations on this basis, including a copy of your RingGo VAT receipt. Don't be surprised if they reject you, but stand your ground; you are in the right and they are in the wrong.

Hey folks,

I received a ticket earlier this afternoon (stuck on the car windscreen) from a civil enforcement officer after parking my car in a parking bay on the main road. Just before receiving the fine, I had paid for the parking via the Ringo app. I'm not sure why I received this as it should have shown up on whichever system they use to check. I have proof of receipt for the parking. I have included this below along with the PCN. I am planning to contest this on the basis of proof of receipt, but just thought I'd just add a post here before doing so.

Is this likely a simple error on their part or do I need to shop at Specsavers?
