You said you overstayed by 13 minutes, which is 3 minutes in excess of the grace period so not grounds for appeal. b789 will tell you a Parkingeye PCN is not fully POFA compliant, they will undoubtedly beg to differ. Maybe you could be the person to get taken to court to prove or disprove b789's theory.
If the rules on the carpark have changed recently there should signs up flagging that.

Would this PCN be abled to be appealed under the 10 mins grace period?
I am not certain if PE has complied or not with PoFa as on the back of the PCN as it does have a paragraph relating to 9(2)(b) schedule 4.

I did ask if the knew who landowner was and they you have go to PE. The only shops there as far as I am aware are The Range and Halfords.
Apparently it used to be a 2 hour free stay when it was Homebase, since it changed to The Range the time was reduced to 1.5 hours.
So frustrating.

Did the manager say that they did not own the car park?
Possibly multi retailers there.

So contacting the store manager has proved unsuccessful, said to appeal it to PE.

The registered keeper speaking to the management of the shop to ask them to intervene is always sensible.

Hi All
I am new here and looking for help and advice.
A PCN was issued to NtK from PE for an overstay in a free car park, the car park in question is the one that services The Range, Putney Road, Leicester.
It is free for 1.5 hours, the overstay was for 13 mins.
Would it be of any benefit to contact the manager of The Range and ask if they can help in getting it cancelled as a customer of theirs?
