I've just discovered that I have also been stung for this very same penalty notice. I couldn't believe it when a penalty charge notice turns up, as I'm always so careful. The irony is that like your friends, I'd also driven up from Buckinghamshire although fortunately not for a funeral. This signage can't be clearly enough positoned.

You've paid so I very much doubt you'll get a refund. It would have been best to submit your reps and when rejected, pay the PCN. If you submit reps within the discount period they usually re-offer the discount.
Hope you can surprise us and get a refund but it would be the equivalent of winning the football pools, i.e unlikely.

Quick update - I decided to confirm the amount of penalty charge due before submitting my appeal and found that the online payment asked for £65.
So I decided to pay £65 (good gesture) and then submitted a respectful appeal for a refund based on compassionate grounds - will post an update when I receive a decision.

Prospects of rescinding are slim from what you say, so will try and see if I can get away with a discounted fine of £65.

Although you've missed the discount, it is still worth submitting some reps against the PCN, but definitely not confrontational in nature.Your photos show the advance sign is there, as are the two "Flying Motorbike" signs. I would simply base the reps on what you've told us here. It will be worth mentioning that following the funeral, there were some urgent family matters to be attended to that prevented you from responding to the PCN until now, so you missed the discount option. They may well re-offer that, although they are not obliged to. Post up their response here when you get it.

After attending a funeral service of close relative in Golders Green (N.London), en route to drop off relatives residing in Ealing, driver not familiar with the area of contravention and turned left entering Costons Lane from Greenford Rd which has since 10-March-2025 been designated a Pedestrian Zone between 08:15-09:15 and 14:30-15:45.
Passengers, although local residents, were not familiar of these newly introduced Pedestrian Zone and were unable to inform the driver.
For clarity, the driver resides in Buckinghamshire and not a regular visitor of this area of Ealing Borough.
I have attached copy of PCN (name/address removed) and traffic order for reference.
I have also attached 2 images of traffic signage - one along direction of travel (driver's view) approaching the left turn and the other from across the road looking at entrance into Costons Lane.
The signage on main Greenford Road (northbound) shows "no left turn" at given times. The signage visible to drivers (southbound) turning right is more prominent and identifies the pedestrian zone with a camera symbol.
How good are chances for a successful appeal on compassionate grounds?
Would the different signage, depending on whether turning left or right into Costons Lane, have any bearing on the appeal?
With other family matters going on since the funeral, I didn't see the PCN until 2 days ago. So I missed the discounted rate (£65 within 14 days).
The 28 days deadline is next week on Tue 6th May.
Any words of wisdom (advice) most welcome.
NB: if chances of appeal are good, then of course I would provide the council with invite to funeral service
