Under regulation 9 of the Road Traffic (Enforcement of Charging Orders) (England) Regulations 2013,

OP, let's get the facts in place before we look at theoretical, and possibly inapplicable, reasons which might form the basis of an out-of-time application.
the original ticket is a council parking ticket.
Is incorrect, it's a moving traffic ticket. Your post suggests this was received.
DVLA may or may not be relevant depending on whether the vehicle was leased/hired.
So:
Pl reinstate the reference number and VRM in the Notice of Enforcement, we can then see whether it's possible to access the video online;
Pay the £280 - hopefully this is still an option;
Confirm whether your cousin received the PCN (and any other correspondence) and if the vehicle is leased/hired or they are the registered keeper.

Is his current address on the V5C? Was it the same address at the time of the alleged contravention.
Usual advice is to pay the amount to the bailiffs to stop further increase in amount.
Then, IF (very big IF) he succeeds in getting the PCN overturned or reset, he will get a refund.
BUT, N.B.
CDER Group are now threatening to send bailiffs if he dosent pay today.
The notice from CDER says paym,ent by 6am on the 27th????? Has he made an arrangement? Today is 29th.

I am making this thread on behalf of my cousin, I am not sure if this is the right place. He has received the letter below, the original ticket is a council parking ticket. He wasn’t the original driver for the ticket but is the owner of the car. Is there anything he can do, can he pass this on to the driver? He also has another one from CDER group due at the same time for a TFL red route. It was the same driver. Can he sign a commission of oath at this point that he didn’t receive the initial PCNs? I would appreciate any help. CDER Group are now threatening to send bailiffs if he dosent pay today.
