Title: Re: TFL I appealed they sent me a £240 PCN appealed

Can you please tell us what has happened to (1) the original PCN, and (2) the Charge Certificate, as all you have posted so far are TfL's letters in response to your representations. Post them here if you still have them.

The Charge Certificate amount consists of (1) original PCN penalty £160 plus (2) surcharge of 50% £80, making the total £240. As you have not paid this, TfL must be close to registering the debt at the Traffic Enforcement Centre. When they do this they will send you an Order for Recovery which permits you to submit a Witness Statement stating that you submitted reps but got no reply. The matter then reverts to the original penalty of £160. Sorry, not to the £80, I'm afraid.

I suggest you contact TfL to find out when they are going to register the debt.

No. As Incandescent explained, you need to wait until the debt is registered at the Traffic Enforcement Centre, at which point you can submit a Witness Statement that you submitted representations, but didn't get a reply.

This gets you back to the PCN stage.

In the meantime, please help us to help you by providing a copy of all pages of all the documents you have, including everything you sent them. We can't help you fight a PCN we haven't seen!

Can you please post all documents, and all pages and all parts of a page of those documents; it is important.

Is the name and address on your V5 Registration Certificate for the vehicle correct in all aspects, and the same as it was on the day of the contravention ?

The £240 indicates that you have now received a Charge Certificate. If so, you'll have to wait until the debt is registered at the Traffic Enforcement Centre, at which point you can submit a Witness Statement that you submitted representations, but didn't get a reply. This gets you back to the PCN stage, but not the discount point, I'm afraid.
