The delivery I was completing was commercial and I have full evidence and proof.
OK, so you were parked in a PbP bay. So the question is whether there is an allowance for commercial deliveries.
Here is what City of Westminster say about parking for making deliveries and loading/unloading : -

There is this paragraph in the pages for the above, and a condition that would seem to apply to you: -
Commercial vehicles
- single and double yellow lines 8.30am to 11am: as long as necessary
- single and double yellow lines 11am to 6.30pm: 20 minutes
- single yellow lines 6.30pm to 8.30am: unlimited
- double yellow lines 6.30pm to 08.30am: as long as necessary
- Pay to Park and resident bays during controlled hours: 20 minutes
- Pay to Park and resident bays outside of controlled hours (always check signs for controlled hours): unlimited
So you need to submit informal representations that you were engaged in a commercial delivery to <address>, and were parked for less than 20 minutes. You could quote their own policy as well. Some collateral will be necessary like a delivery note or schedule to try and get them to cancel at this stage. The problem if they just send you a Fob-Off refusal letter is that the next stage would be Notice to Owner, which is sent to the vehicle owner. If this is not you, then you would need to get them to authorise you to submit reps against the NtO.

OK, so where did you actually park in the square ? Did you just chance your arm, or hope to rely on an unknown exemption for delivery drivers ?

Was it a commercial delivery or private to you ? Having looked round the square in GSV,all the signs seem to be present, and it is all pay-by-phone parking bays or residents only, there are no "Loading Only" bays, so the TRO for the parking restrictions may have an exemption for loading/deliveries.
