The CEO did not sign the PCN is that a mistake or they don’t need to sign as I have seen some sign it

CEOs don't need to sign it, but that is irrelevant, as wrong reg.mark fatal to PCN and re-issue not allowed. As Stamf says, keep original PCN very safe in case some council muppet thinks he's Sherlock Holmes and tries to re-issue.

LC19XSJ is not in use on another vehicle and Newham can't change it so you can ignore it.

What is the mistake the CEO made.

Keep the PCN safe just in case.

Hi there,
Got a PCN for parking on a single yellow but it turns out there was a slope on the kerb which I did not see and the PCN has an error where the CEO wrote the wrong registration number and also did not sign the PCN.
Would this mean the PCN is invalid for both these reasons and should I make a representation asking for the PCN to be cancelled for both these reasons or wait to see if they post the notice to owner.

I attached the PCN below
