"Keeper" or even better... "Other". Why are you trying to overthink this?
They have no idea who the driver is unless you blab it to them. There is no legal obligation on the Keeper to identify the driver to an unregulated private parking company. All you are doing is referring to the driver in the third person. No "I did this or that", only "the driver did this or that".
On 23/09/2025, I also got a Stansted airport ticket. I went on the APCOA website and when I appeal, it says "whether I was the driver at the time of the fine" What should I say? or shall i email them my letter which i copy pasted from this sit. Please advise
I will bet you £10,000 that their website ever mentioned "...the driver at the time of the fine" , so please stop trying to paraphrase something that definitely was never mentioned!

How can I send the paragraph below to APCOA? Because if i do it via " Appeal on APOCA website then on appeal form first question is "I was the a)vehicle keeper or b)vehicle hirer c)vehicle driver" i have to choose one other wise i cant submit. Should I email them via their contact form?
I am the registered keeper. APCOA cannot hold a registered keeper liable for any alleged contravention on land that is under statutory control. As a matter of fact and law, APCOA will be well aware that they cannot use the PoFA provisions because Stansted Airport is not 'relevant land'.

However, not only is that not pleaded, it is also not legally possible because APCOA is not the Airport owner and your 'parking charge' is not and never attempts to be a penalty. It is created forAPCOA's own profit (as opposed to a bylaws penalty that goes to the public purse) and APCOA has relied on contract law allegations of breach against the driver only.
The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. Your NtK can only hold the driver liable. APCOA have no hope at POPLA, so you are urged to save us both a complete waste of time and cancel the PCN."

If you don't want to pay a penny, follow this advice:
Easy one to deal with… as long as the unknown drivers identity is not revealed. There is no legal obligation on the known keeper (the recipient of the Notice to Keeper (NtK)) to reveal the identity of the unknown driver and no inference or assumptions can be made.
The NtK is not compliant with all the requirements of PoFA which means that if the unknown driver is not identified, they cannot transfer liability for the charge from the unknown driver to the known keeper.
Use the following as your appeal. No need to embellish or remove anything from it:

No chance, it’s probable that APCOA don’t get the fee, the only money they get is from parking charges levied.
That said, there’s plenty of experience here with APCOA, who don’t do court.

Stansted have recently changed to no barrier drop offs. The driver had forgotten to pay the drop off fee.
See letter received attached. I am the registered keeper.
I am willing to pay for the drop off fee if that is still possible.
