Just put in something like "at the time the CEO served a PCN, I was engaged in making payment to park via Ringgo. As you are no doubt aware, a reasonable time is allowed to make payment after parking the vehicle."

No - this isn't such a case. The parking session was started 2 minutes before the issue of the PCN so this is irrelevant.

The contravention didn't occur. That's it.

Time is always allowed to purchase parking time, either from a machine or by phone. If it wasn't nobody could park legally ! The time must be reasonable in the cirumstances.

Is it worth me saying anything about this in the initial appeal, or just go with what Stamfordman suggested above?

Thank you. I probably walked off from the car a minute or two before the session started as I was on the phone to RingGo

Assuming the session is for the correct location, which looks to be the case, and that it is indeed a shared use bay, which it is, you don't need anything more than the below.

Were you by the car when you started the session - the CEO spotted it at 20:14.

The contravention did not occur as I had paid for parking at the location at the time of the PCN.

Please find attached the RingGo receipt that shows the parking session started at 12:18 and the PCN time is 12:20.

I look forward to early confirmation of cancellation.

Hi All,

Received the below PCN today. I paid for parking here by calling the number on the sign which was Ringgo. My paid parking session began with Ringgo at 12:18, for 35 minutes, until 12:53. Came back to find the PCN on the car which had a timestamp of 12:20, 2 minutes after my paid parking began.

VAT receipt from RingGo showing parking session duration below, as well as some photos from the council's website which are all timestamped 12:20 or 12:21.

Obviously I'd like to appeal this, just want to make sure I get the wording right.
