If this, as it appears to be a pay on exit car park, and you made a payment of £1.70 at 22:57 and ANPR records the vehicle exiting at 23:01, how was the £1.70 tariff determined? Was it automatic or was the driver expected to select an option from a menu of tariffs? I don't even see a tariff of £1.70.

Surely there was more in their operators evidence pack. Please show us the full evidence pack, redacting only your personal details either on DropBox or Google Drive. We also need to see precisely the wording you used in your initial appeal and in your POPLA appeal.

Also, we need to see that actual terms and conditions signs at the car park.

I did admit to being the driver, I've never had to appeal before so didn't realise that would be an issue.

How do I continue now, do I write as myself?

Did you admit to being the driver in your appeal?

Why did you think the machine had calculated the correct amount of money, was it a pay on exit car park, what does the signage say? According to the PCN you were in the car park for over 6 hours but the receipt is for £1.70 which is extremely cheap for parking in Leeds.

Never used this car park or this payment system before, paid the amount shown on the screen. Receipt printed and kept.


PCN was appealed as soon as it was received on their online system, on the assumption the charge was for lack of payment. The letter didn’t actually specify what the reason was, it says on the back ‘either not purchasing the appropriate parking time or by remaining at the car park longer than permitted’. Appeal was declined, stating insufficient payment was made, now going through POPLA. Parkingeye/CPP have submitted their evidence to POPLA (copies of the PCN notices, a list of other vehicles and their payments, a couple of pages of legal quotations, examples of their signage and charges) and there are 4 days left to respond. No idea what to respond with, or whether there is even  any value in responding.


Didn’t know this forum was a thing otherwise would have asked here before going ahead with the initial appeal. Realise now this was probably a bad move, but never had to do this before.


The amount paid was made in good faith thinking the machine had calculated the correct charge. Most other car parks in the city centre operate a reduced charge system for big events at the Arena.
