GSV is not sufficiently up-to-date, being May 2023, but a clear yellow line is shown. This means that as a motorist, you are under a duty to look for the sign governing that yellow line. You say it was there but low down or at least not on a pole, but it was there.

If you can provide photos of the sign it would help us. Certainly you have a good point about sign obscuration, but you need to prove it if you want to win this, and the only credible place will be at the Traffic Penalty Tribunal, the council will just fob you off, as they already have your money. It is a total no brainer now to submit representations to the council and once you get their Fob-Off letter, register an appeal at the TPT. This is because you have already paid all there is to pay and you could get it all back at no additional cost to yourself if you win.

Afternoon,
I'd be grateful for some advice on how and whether to appeal two PCNs and removal fees, please.
Background
- Parked on single yellow line.
- Received a PCN on 24 March at 16:07. I did not see the car on this day.
- Received a second PCN on 25 March at 14:11. According to the towing company, the car was towed within the same hour. I did not see the car on this day.
- Saw that the car was missing, went to pick it up and paid the removal fee and second PCN on 26 March. First PCN remains outstanding.
Potential reasons for appeal
- The second parking inspector's evidence contains a photo of the car with no PCN fixed to it. Should the first PCN not have been fixed to the car? Also, neither PCN was fixed to the car when I went to collect it from the pound.
- The sign showing prescribed hours was nowhere near the car, very close to the ground, and very much obscured by fencing that was put up by the construction workers next door - fencing which has been in place for a long time, potentially longer than the sign itself (which according to Google Maps wasn't there a year ago). The sign is so obscured that I had never noticed it until I saw the parking inspector's evidence (hence I parked there in the first place).
- It seems excessive to issue two PCNs and tow within just over 24 hours.
