So why have you blanked out part of your picture ? The only thing that must be redacted is your name and address on documents. We certainly cannot help you at all if we don't even know where you parked.
It was just the map of the town, first time using site. I was actually parked roughly in front of the blue car, ( but actually that wasn’t there as this pic is street view)but from the drivers side you couldn’t see the box.
If the GSV posted above is correct location and your car was parked in front of the blue car then it was obstructing a dropped kerb.

The forum posters raise issues for discussion between us to try and flesh out whether there's a defence, what the tactics might be and how the OP might proceed.
The CEO's photos are evidence which would be presented at adjudication and which are available to the authority when considering your* representations. We should see this evidence which sits on their website and all we need to access is the PCN number and VRM.

IMO, before going further, who is the registered keeper? This is essential because a Notice to Owner would be sent to them, not the driver.

Thanks for your reply I think seems easier to pay. I have no idea what a lower plate is, I had no idea that the loading bay signage was even there, we were only parked there at my mom’s insistence as she has parked there before we were there approx 1 hour. The box holds about 3/4 BB cars. I am unwell & blood pressure through the roof not sure in the circumstances I should add to this.

OP, can we cut to the chase regarding the contravention and pl amend for accuracy.
You parked within a Restricted Parking Zone with additional loading restrictions both of which apply 24/7.
In practical terms this means that you may not wait at any point because the BB does not afford an exemption where waiting and loading restrictions apply.
The one photo shows the front 1/3 of your car beyond transverse bay markings.
Therefore, if this was a single vehicle parking place these markings represented its boundary and a considerable part of your vehicle was in the restricted area, hence the PCN.
This has nothing to do with the bay as such, your breach was not being wholly within and therefore in consequence within the restricted zone by more than a de minimis degree.
The CEO therefore had the options not parked wholly within or waiting etc. in a restricted street. The former is the lower penalty whereas the latter is the higher.
As regards the zone sign, I've no idea what 'except in signed bays' means. It's not a permitted variation or lower plate. A RPZ controls only those lengths of street not otherwise regulated either by their own markings e.g. controlled crossings, bus stops, PARKING PLACES etc. or those where statutory prohibitions apply e.g. dropped footways etc. The lower plate is redundant, but whether to the degree that this invalidates the zone itself?.. I wouldn't like to risk money on this point alone.
At present as regards the contravention and(without scrutinising the PCN in detail yet) you could argue:
De minimis - you tried to park wholly within the bay but can now see that you did not succeed;
Penalty exceeded....circumstances of the case: should have used the lower penalty in the circumstances. At least the authority have to explain why they did not.
Exercise discretion.
Whether the argument of assisted alighting might apply, I don't know because I don't know for how long you were parked and for what purpose.

Never, ever, think that councils are benevolent organisations; they aren't !

You need to provide the information the other posters here are asking for - so they can help you and your mum with the next steps to challenge the PCN
The car registration number is on display every time you or your mother drive it, and the local authority already know who the registered keeper is. Nobody else here does and nobody else here can find out as you are anonymous on this forum. Your mum doesn't need to worry or panic about the car reg being revealed here.
Ditto the pictures are crucial in determining exactly where the car was parked in relation to the signage and in judging whether the PCN correctly identifies the alleged contravention.
There should be no issue in revealing the car reg number or in letting people see the council photos. (For which you need to reveal the reg number and PCN number)

Can I ask why do I need to see their pictures? I know where I was parking & posting. If I am in the wrong I will just pay.

Using a disabled badge in what I thought was a disabled bay. PCN says parked in loading in restricted street.
