Not much else you can do for now. The initial appeal was never going to be accepted by this firm of ex-clampers and as they are IPC members, any subsequent appeal is a waste of time and effort.
My advice is to now wait for the inevitable claim. That is when you will win this. In the meantime, you can safely ignore all debt recovery letters. The debt collectors are powerless to actually do anything except to make the low-hanging fruit on the gullible tree pay up out of ignorance and fear.
We don't need to know about any debt collector letters and you can safely shred them and use them as hamster bedding or whatever. When you eventually receive a Letter of Claim (LoC) come back and show it to us and we will advise on how to respond

Thank you very much for your help.
Apologise if I sound unprofessional , but I just wondering if you had any templates for that kind of complain/appeal. It looks a bit complicated.
Anyway , I really appreciate your help and thank you so much once again.

They never affixed a Notice to Driver (NtD) and they were not obliged to. They issued a postal Notice to Keeper (NtK) which you say was never received.
I suggest you send a formal complaint demanding that they send a copy of the original NtK and proof of posting that satisfies section 8.1.2(e) Note 2 of the PPSCoP. As they are also required to consider a complaint as an appeal, you can also tell them that you cannot be liable for the charge as there is no Keeper liability due to their failure to fully comply with all the requirements of PoFA.
You should also send a complaint to the DVLA because of their failure to comply with section 4.1 of the PPSCoP which means that they have breached their KADOE contract with the DVLA and are therefore using your DVLA data unlawfully.

The expected answer was either YES or NO. Please edit your answer accordingly if you intend to appeal only as the Keeper.
Answer edited - apologise.

Yes, the doc.paper on dashboard is definitely to small to cover the blue badge.
What is the best solution for that please?
Also , the no photographic evidence with PCN attached to the screen is not important in that case?
Thank you for your answer.
-
Anyway, the NtK is not PoFA compliant as it doesn't specify a period of parking. No Keeper liability.
When I asked the question: "Was the keeper either the driver or a passenger in the vehicle on the day?"
The expected answer was either YES or NO. Please edit your answer accordingly if you intend to appeal only as the Keeper.

Why was no blue badge displayed? Not placed by accident/or placed but covered by other documents which is lying on windscreen - I will attach more photo evidence in a next post ,as I was allowed for 4 attachments when open the topic.
I've viewed the evidential photos and there definitely is no blue badge on display and not even one covered by all the other bits of paper on the dashboard.

Looking at the location, this section of of the PPSCoP has not been complied with:
4.1.
The parking operator must ensure that at least one sign containing the terms and conditions for parking can be viewed without the driver needing to leave the vehicle, in order for drivers with a disability to be able to make an informed decision on whether to park at the premises.
The vehicle was parked in the second bay facing the shops:

Check on this GSV view to see if one sign containing the Ts&Cs can be viewed (and read) without the driver needing to leave the vehicle:

Was the address on the V5C correct at the time of the alleged contravention? - Yes.

You say the keeper has a blue badge. Was the keeper either the driver or a passenger in the vehicle on the day? - Yes.
